To delete a file under any posix compliant OS (Linux, FreeBSD, etc.) you need to have write rights in the directory under which it's located.
You didn't say how you attempted to delete the file, or show us the directory listing of the file or the directory. So it's impossible to tell anything more.
If you don't have shell access rights to your account, then your best bet is probably to check with your hosting provider.
