For security, is open basedir on or off? (i already have safe mode on)

With safe_mode on you may need open_basedir for some scripts to run.

I suggest you to turn on safe_mode globally, but turn off for vhosts, disable certain php functions (as exec,system etc.) and turn on open_basedir.
