Forbidden / You don't have permission to access /upload/ on this server

All,
I want to be able to give the following link to a client to see uploaded files:

http://206.145.85.121/upload/

I have set the permissions to that folder to "777" and "755", but no luck.

Is there something else I need to do?

Do I need to create a .htaccess file and put some information in it to give me access to do this?
