ftp account error

I have an existing ftp account. But I want to create an extra ftp account which will be
temporarily given to web developers that I am contracting. After they finish their work,
I want to get rid of the ftp account. But I can't seem to create any new ftp account.
I go to direct Admin and try to create a new user, but I get the following error message:
Unable to create a User
Details
You must first own an IP

Please tell me what I am doing wrong.

I thought you were trying to create a ftp account??

The error you are describing comes from trying to add a user.

Don't you want to go to FTP Management from within the domain you want to create the ftp account for?
