FTP account permissions

Is there any way to setup a ftp account say "uploads", where users where allowed to upload and download, but not delete or execute? And another user could delete.

It's for a company which needs transfer large files to and from their clients. Or any other possible solutions for doing this?

It might be possible to do this through proftpd configuration, or enable .ftpaccess or something like that. It operates similarly to apache's .htaccess files.
You would need to check the proftpd manual for configuration instructions if this really is possible though
