FTP / Apache BW Throttling

Hi,

I would like to know if it is possible to throttle FTP and Web access for users. I am not speaking about the transfer limit, but throttling, like allowing a 5MBit/s maximum FTP / Web download / upload rate.
This will be a local hosting thing and people here have 22MBit/s connections, so that can bash the server pretty hard if someone puts some kind of flash video on a popular site. I need to limit this.

I guess this can be done by tweaking the kernel.
