FTP file upload permissions

Anyone uploading files via FTP to their public_html directory automatically has uid and gid set to apache. How do I have the permissions set to whomever is uploading? Why is this not done automatically?
 
Dunno why you are seeing that. What user are you uploading as? Ownership on my servers are correct with apache listed as group.
 
Just a regular user. For example, say my user name is foobar, and my site is called stuff.com. Open ftp, connect to ftp.stuff.com as user [email protected]. Then whenever files are uploaded, they are set to permissions apache:apache, instead of foobar:foobar. Once they're there, of course, there's no way to delete them except by contacting the admin. Something's screwy, but I'm not sure what.

BTW, I'm the admin, and my users are reporting this to me.
