Help needed with some basic perl

Can someone give my a step by step instruction on how 2???

I got the script working in the cgi-bin...

But when using it as index.pl i get errors:
Options ExecCGI is off in this directory: lalalala/public_html/index.pl

Assuming your web host allows it you can create a .htaccess file with this in it:

Options ExecCGI
