Help with DoS attack

we are having phpBB forum hosted in dedicated + da

recently our bandwidth usage jump from 0.5mb now it seat on 4mbit

i have allready installed mod_evasive with no sucess

the mod_evasive deny our legitimate users more than blocking the attacks

any ideas , tools , documents will be gr8full
