host.deny question, full of I.P's

Ok, excuse if this is a n00b question.

I haven't manually edited this file, however its full of IPs - some IPs listed we blocked at iptables level.

I'm not sure what is editing host.deny - I see it can't be iptables as it has nothing in common.

What edits the host.deny, which daemons.

Ok, think I found what

The target host is automatically dropped into /etc/hosts.deny for TCP Wrappers.

Sorry. That'll teach me to read things.
