Hotmail marks emails junk for all domains. (Spf and Rdns are set) What to do next?

Hello;

I've a server for shared hosting with directadmin panel on a single ip. reverse dns set for my ip long time ago.

Directadmin sets spf records automaticly, there's no error.

I even get a "pass" for my spf record at gmail for all domains on the server.
My mails are gone to Yahoo without any problem.

But hotmail sends all my mails from my server to junk folder.
I've tried a lot of header combinations with php but all of them marked as junk.

I don't know what to do as next step. Has anyone any suggestions?

I found that when I send an email directly to gmail, gmail marks mail spf as passed.

If I send it to hotmail, get it though pop3 and check the spf, gmail shows it (not hotmail, gmail) as softfail, but still put it to inbox.

I can't understand why this happens.
