How can I access website via dedicated ip

The problem is that I don't seem to be able to access the temporary account using the dedicated IP address. We've been accessing the other accounts using something like
119.55.55.1/~anyclient

so I assigned the IP address 119.55.55.2 to the client "test" (OK just the example) and I tried to connect using
119.55.55.2/~test

And then I got a 404

For example: http://119.55.55.2 like this how to access

maybe "userdir_access" set it to "yes"
