How can we browse the pic in [ cgi-bin ] folder

WE discover that ... that the pic (jpg/gif ) can not be browse if the file is stored in [ cgi-bin ] Folder .

And also ... we also can not run the cgi without the [ cgi-bin ] folder . Can we edit the httpd.conf to allow CGI can run in all the place ?

Yes, you can modify the httpd.conf to allow cgi to be run anywhere but I don't know if it's such a good idea.
Move your pictures out of the cgi-bin, or create a cgi script that will pull them up and display them for you.
