how to check which site is currently using the most cpu/memory?

Is there a way to check current status of which site/user is using up the most resources?

I'm just relying on uptime/ps/top to monitor it but there is no way for me to pinpoint exactly who is wreaking havoc on the machine so i can suspend him

i use top+httpd-status+MySQL processlist
or Domain Monitoring Tool
