That is a very old doc of the Enhanced skin, probably they did not add download for space reasons of they just forgot it.
But it is there.

In the new Evo skin, select a file, then click the 3 dots in the upper right corner and select download.

Thank for your reply. I can't not find option to update new skin Evo ( picture attachment)
Besides, at this old interface, uploading many files (example 50 files) is very inconvenient because I have to select each file. In the new Evo interface, can you select multiple files at the same time?
Please instruction for me.

You are using the Enhanced theme, this even has the download button easier to find.

I don't know for sure if you can select multiple files in Evo, maybe I don't use it myself yet.

You can change to Evo skin if your reseller or admin has allowed that.
Go to site statistics, like this example but replace example.com with your own domain:
https://example.com:2222/CMD_USER_STATS?domain=example.com
On "skin" change to Evolution and click "save skin".

If that is not present you have to contact your host/reseller/admin.
This is in fact a support forum for admins and resellers, not for end users/customers.

I often need to upload multiple files. each time I have to choose to upload 1 compressed file, but the decompression also takes a long time because it requires selecting the name of each file to extract (for example, 50 files, funny when I need to do many times that boring task). Also I'm still in the hosting with the same link as your template. these questions let me try to ask the hosting provider again. thank you for your support

So why don't you use FTP? That's much faster and really the default way to upload and download files. The File manager is to make life a bit easier for people, but isn't really intended for large file uploads or downloads.

As for my support, you're welcome.
