How to Modify Mailing List on DA to prevent everyone to use it?

You don't do it through DA. By default Majordomo lists are discussion lists, but it is possible to create announcement lists.
There have been some posts on these forums covering the issue, but if you can't find them you can find a sample "list-owner-info" file here.
Note that this is a sample file I've posted so DA users can refer to it, but it doesn't have information specific to your list.
I've also published the Majordomo README file; you can find it here.
And if none of that gives you the information you need, you can begin looking at the Majordomo homepage, here.
