How To Prevent Automatic User Unsuspention

I was wondering how can I prevent DA from unsuspending a particular user account and resetting a particular user's tallies at the beginning of the month?
For instance: I have a user called Bob. Bob goes over his bandwidth, and at the beginning of the next month, DA resets his bandwidth and other tallie info. I don't wish for DA to do this, say because Bob is being charged for bandwidth overaging, and until he pays his account cannot be unsuspended until payment is received.
Is this setup possible? If so, how?
I'm on CentOS 5.6, latest DA version.

According to DA it will unsuspend a user's account at the beginning of the month and reset the bandwidth and other usage even if the user went over their permited bandwidth, DA will reset the bandwidth to 0 and unsuspend.
Maybe that's only if they don't exceed there bandwidth to much, like only use 80% or 90%?
 
The way John expresses it, if the system suspends an account for going over the limit, it'll be unsuspended the next month - or if you suspend an account manually, it will stay suspended until you manually unsuspend it.
