.htaccess file

Hello,
I am new here, but had a search through this forum before asking this question.
I like to change the .access file but can't find it in the directory.
Can anyone explain me where I possible can find the .access file?

The name of the file is .htaccess and if it doesnt exist you just create it in whatever folder you want it in. Just make sure its starts with a period.
