httpd running as root :s

Help: Apache is running as root

Help, It's looking like Apache is running as root :s How can I fix this?

I've tried:
service httpd restart
restart using directadmin

httpd.conf
User apache
Group apache

top

At least one apache process must run as root, otherwise it would not have any power to run as other users.
If apache's child processes are also running as root then you have a problem, otherwise it is normal.
