httpd server keeps going down

i keep getting unable to bind errors.....
why is this happening all of a sudden?

i did fix this issue however by rebooting, but this problem seems to keep occuring.
i think this problem occurs whenever new account is created on the server.

so question is, how can i fix this and prevent this from happening again?
