I think Exim holds "receiving mails"

hi guys, my english is ugly i know and i'm sorry....

I think Exim holds "receiving mails" and exim doesn't let the mails come into mailboxes... (maybe MailScanner is the problem, i don't know )
What is the problem guys ? help me !
