If user is over quota, what is the email behavior?

Being new to DA I'm a little confused as to what is happening:

An end user was complaining that they aren't receiving any email. I go in and check their account, and I see they are over disc quota.

Fine, I up their limit temporarily so they are now under the limit.

Now are emails supposed to start flowing again?

I have 5 pages of emails for this user in the mail queue, all just sitting their and apparently waiting to be delivered. It's good that the emails aren't lost, and it makes sense that the emails couldn't be delivered to the user if they are over quota, but at this point is it necessary to "jump start" the process so deliveries start going through again?

http://reseller.site-helper.com/quotas.html doesn't talk about what happens to emails if the user goes over disc quota. I don't see any mention about disc quotas elsewhere in the manual.

In a nutshell: what is the expected behavior for email delivery for users who go over quota, then go below their quota?
 
If users are over quota email is refused. i don't remember if the refusal is permanent or temporary, but it's easy enough for you to check.
