IP Quota for bandwith

Dear people,

I have got a community website and we get several IP`s in a singel day. But yesterday i saw that just one IP used 10 GB of bandwith. So here is the problem. How can i prevent this to happend again. Can i configurate bandwith quota for IP`s.
So one IP`s can use for example maximum 100MB in 24 hours.

There are a couple modules for apache that I can think of. mod_throttle and mod_bandwidth that might be able to be used to do what you want.

Root access is required to do the installation though.
