IP/~user not working

Hello,
I have a server that has this problem.

The domain for user is set to default, and even the IP/~user/domain.ext not working.

I receive the 404 error.

The IP is ok, if I type it in address bar, I can see the default home page of my server.
 
Update:
in my server IP/~username link function if:

1. the IP is assigned to user admin (the reseller of all domain).
2. the IP is the second ip of server, beacuse the firse IP is the server's ip.

I have upgraded my system to a dedicated server from a VPS with the backup/restore of DA and I have the same IP address...
Why before of this upgrade the link ~/username function in first IP?

ie.
before: http://1.2.3.4/~username
now: http://1.2.3.5/~username

and, in activation email the link is indicated with the first IP, can I modify the email template for indicate the second IP?

EDIT: Why the server's IP is not functionally for /~username link?
