Is it possible to limit functions?

Can I create groups for user?
Group #1 will have regular full access
Group #2 will only have access to domain and Email Management tools
Group#3 will have Only File Manager Access and nothing else.
And so on

Is it possible?
I am planning to switch from WHM/cPanel but I need confirmation of this as this is a vital functionality in my business.

You can create packages and set policy for Core Functions, DNS Only & E-mail Only. You can also customize your theme and remove the functions you don't need. There is no "Feature Manager" like in cPanel.
