Is there an issue with the DA license server?

Upgrading servers and moving licenses around. Cloned a box and relicensing it and I'm getting this in my license.key file...

MySQL connect error: Too many connections

An Error has occurred - 3874

Tried to open a support ticket, also got "Connect Error (1040) Too many connections" - so I'm thinking there may be something more going on?
