issue connecting ftp

Hi there,
just 1 account is not connecting via ftp, tried creating new ftp account, but getting timeout after 20 sec. other users are working fine.
What could be the possible issue?

What is special about that user? Or an owned domain? Dedicated IP? Different IPv4? Additional or missing IPv6?

Not such special, just a normal user with around 13 domain in that account, all are working except a single domain, tried removing and add the domain, but still not connect via ftp, by the way the domain is pointed via nameservers.
