i have a lifetime license with server from one of your reseller i pay lifetime DA license now due to downtime i change my host do i have to buy new license for new ip address of server or ip can be change on my old license because that company told me buy lifetime license again for new ip help me out like this if i change more hosts in future due to some problems like downtime, support etc every time i have to buy new lifetime license thankyuou.

First of all, officially Directadmin (JBMC Software) has no resellers which are allowed to sell Licenses. But Directadmin allows to sell its Licenses together with dedicated and VPS servers.
Secondly, if you own your CID and LID (and has your own login into client are at directadmin.com), then you can change the IP in license. But if you have no such a login, then I guess you don't own the license even you "buy" it.. it means you can not move the license to another hoster. Anyway with the issue you should contact your hoster and read his TOS and other regulation documentation.
By the way how much did you pay for license? If you want to have your own license it will cost you 299USD and you'll be able to move it to any hoster.
