Limit the number of Users /Accounts is possible by using Custom Scripting found here https://help.directadmin.com/item.php?id=442
The feature is important to maintain reseller customers, so this should be available in GUI.

As a quick solution you can combine it with https://www.directadmin.com/features.php?id=479 it will give you a Web-UI to manage the limits both on per package and per user bases.
