Hello,

Is there any option to limit user account resources without a pro pack or Cloud Linux?

you can try manually install croups and configure it, but it requires some linux admin experience.
 
no simple tutorial, just do anything you can

$#!tstemd cgroups CPU, RAM, IO, (TASKs?) made easy

As an author of original feature request which I did more than and year ago (thanks for adding to new feedback system https://feedback.directadmin.com/b/feature-requests/built-in-ability-to-set-cpu-memory-and-io-limits-per-account-package-with-cgroups/) I post that here to be my skin in the game...
