Mail not routing properly

For one of our domains hosted on DA, we use an external Exchange 2007 server for mail. DA takes care of DNS and the website and the MX points to exchange, however I noticed if someone from a domain that resides on the local server sends mail to the domain that uses the external exchange server for mail, it does not route the mail to that exchange server. The mail stays local. Can this be modified somewhere? It seems like the local domains dont use the MX record, it just sees that the domain is local.
 
You have to edit the dns record for that domain and set the setting for mail not on local host.
 
Turn on DNS control for the user if it's not already on.

At the user level click on MX Records and follow the instructions.

Then you can turn off DNS control for the user if you wish.
