mails should remain on the server

Is there any way, even user downloads his mails in outlook, mails should remain on the server. Is there any setting on the server.

There is a setting in outlook. If he uses as pop3, Outlook may be deleting them off the server.

[nobaloney]

There's no setting on the server to override the settings from your email client. If you want to save copies of all emails you can either use the above suggested code, or you can create forwarders for each address to a different address, which you save.
