How to upgrade MariaDB to version 10.5.12 from 10.3.32-MariaDB

You cant downgrade, make an dump and reinstall MariaDB server and restore your dump

makesure you do process 10.3 > 10.4 > 10.5, don't skip versions.

Yes but he wrote it the other way around, like a downgrade.

On new install i want to install mariadb 10.5.13 and not 10.5.15 the latest because i use mysql governor, any option to set the exactly mariadb version on new install ?

You can override the version by using custom_versions.txt file.
