Install/update LibModSecurity (ModSecurity 3.0).

Yesterday I try re-running set_fastest and point me to files2. mirror

at some point, I need to force change to other mirror like files-sg.

today files2 mirror has normally sync to lastest version, ( from yesterday it just stay at v3.0.5)

also files-sg is official mirrors, It be fine.
