my server can't load any .cgi .pl page

my config:
centos 4.4
apache 1.3(installed by DA)
+
php 4.4.2 (installed by DA)
it is the initial config which was done by DA auto install file.
however, all work unless cgi
i upload a small cgi(.pl) programme through binary mode into the cgi-bin folder and set to 755
when i run http://xxx/cgi-bin/yyy.pl
it didn't work!!

Then, i upgrade the following
apache 2.0.59 (follow the steps from DA forum and installed afterward)
+
php 4.4.4

it still out of order even all php and forum is working

the error is :

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, [email protected] and inform them of the time the error occurred, and anything you might have done that may have caused the error.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

There is usually more information in the log files that tell you exactly why it failed. Perhaps you are missing a module or some other permissions are not correct.
