I do not know if I'm in the right category. But I will tell you about some bug in the system

It is not possible to download the MySQL databases from the Control Panel, maybe just wrong with me, I do not know.

But an important thing also, when you restore the database the system will not check for valid prefix. It will upload the matter and shows it was uploaded, but the file is not uploaded

I don't think this is a bug; if it were someone would have reported it by now.

What method are you using the download the database?

This could be a bug.

You can download databases from Control Panel?

When you click on the download link is a text file, or referring to an HTML page, I tried to download by right clicking "Save Target as" but did not work, downloads an HTML document

You can use your domain backup to backup your MySQL database(s). Or you can use phpMyAdmin. The database itself is not a plaintext file and will not be downloaded; instead you'll get a file which the restore (again, either the domain backup or phpMyAdmin) can use to restore the database on any MySQL server.

You've re-opened a thread over a half-year old. When you write this is the error I have I get the impression the error is exactly the same.

What you need to do is save the file, rather than just click on it. In some browsers you do that by right-clicking.
