Need to rebuild mod_security rules manually after nginx updating

Nginx is updated automatically, but not working due to the mod_security rules. The error is

"modsecurity_rules_file" directive Rules error. File: /usr/local/cwaf/rules/00_Init_Initialization.conf. Line: 15. Column: 37. SecDefaultActions can only be placed once per phase and configuration context. Phase 2 was informed already. in /etc/nginx/nginx-modsecurity-enable.conf:2

I needed to rebuild mod_security rules manually, then Nginx could restart normally.
Is this a bug or something else? I assume that CB2 should check if mod_security is activated or not, and re-compiles if needed?
