New administrators do not have access to /home/admin/domains

In past installations of DA, when I make a new admin in the control panel, they usually have access to the /home/admin/domains folder which contains all the files for the sites we host.

However, ive installed a new copy of DA (v1.41) and new admins created now are completely independant and cannot access the 'admin's folders

I basicly need to create a user who can access all of the main admin's domains through SSH. Should I just skip DA and create this user at the unix level? I like having control of him through DA since that controls all the services such as FTP etc..
 
An admin has no special rights at the OS level, and doesn't ever have SSH access to any domains except his own. Only the root user has SSH access (on systems running DirectAdmin) into the home directories of other users.

Unless of course you manipulate group settings.
