No Letsencrypt possible for users?

I installed Letsencrypt today using this help section:

From what I read elsewhere on the forums, it seemed I needed to do:
./build update
./build rewrite_confs

which I also did and it updated without errors.

Now in the user section of an account, the line "SSL Certificates" appears, which is good.
But it only works with admin user level, when I click on it as another user or reseller, this error appears:

Cannot Execute Your Request

Details

You can only add a certificate if you own the ip you are using

Info for Admins: Assigning an owned IP

Which is odd, because I understood clients could make their own Letsencrypt certificate without the need of a seperate ip address.
So what did I do wrong or what did I miss?

Just another question, is this normal behaviour when a user makes his own Letsencrypt certificate this way?

[ssl:warn] [pid 28284] AH01909: www.userdomain.com:443:0 server certificate does NOT include an ID which matches the server name
