OpenBase_dir problems after restore..

Currently I am restoring users to a new server. I made a backup with "admin backup/transfer" in the admin area. And I restore it via "Manage user backups" in the reseller area. To do this, I have to rename the backup to <user>.tar.gz. I have no problem with restoring, all files are perfectly restored.

The problem is that the sites don't work after restore, they all give:
Warning: Unknown: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/username/:/tmp:/var/tmp:/usr/local/lib/php/) in Unknown on line 0

Fatal error: Can't load /home/username/domains/bladibla.com/public_html/index.php, open_basedir restriction. in Unknown on line 0

I checked on the old server, but openbase_dir restrictions are turned on there also. What can be the problem?
 
Hmm, I noticed that there is a line in: /usr/local/directadmin/data/users/username/httpd.conf

php_admin_value open_basedir /home/osx86/:/tmp:/var/tmp:/usr/local/lib/php/

When I remove that line it works...

Why was that line there? Should it remain, or can I safely remove it?
