PHP Fails building

[Clover_YT]

So I tried rebuilding php today but it refuses to and just gives this error:

configure: error: Unable to detect ICU prefix or /usr/bin/icu-config failed. Please verify ICU install prefix and make sure icu-config works.
*** There was an error while trying to configure php. Check the configure file

I am using OpenLiteSpeed and Ubuntu 20.04 LTS
PHP versions I am trying to install:
PHP 8.0, PHP 7.4, PHP 7.3, PHP 7.2

(it gets stuck at php 7.2)

Turns out the "fastest mirror" refused to connect at all so I have to use a slower one. I will post if this build fails aswell.
