php.ini per user

Sorry, i know this has been touched upon before, but I'm just wondering whether its possible to have a php.ini per user / domain as opposed to a server-wide [or on top of a server-wide] setting?

...and sorry if its a stupid question, but i would like to know whether its possible [easily] or not
