PHP Problem with IE

Hi to all,

in my root server i have installed last versione of Debian 4, PHP and apache.... site and forum work very well but when in my vbulletin forum i have 200 or more users, some of this are unable to download all file (ALL FILE DOWNLOADED ARE 25kB BUT ORIGINAL ARE FROM 1 TO 6Mb)

Any suggestion for fix this PHP problem?
 
Are users with other browsers able to download?

Is it a timeout issue?
