PHP safe mode and Open BaseDir

What are PHP safe mode and Open BaseDir

Could somebody please give me some pro's and con's of each so I can choose the best way to set them in DA?

Personally, I use open_basedir on and safe_mode off for virtualhosts, and safe_mode on with some disable_functions set in php.ini (PHP configuration file).
