php_intl enable problem

I require intl for a CMS I am using, but when I try to enable intl by adding the line --enable-intl to the configure.php5 file I get the following error when I try to ./build php n

checking for location of ICU headers and libraries... not found
configure: error: Unable to detect ICU prefix or no failed. Please verify ICU install prefix and make sure icu-config works.

I have updated and rebuilt icu. I did a yum install on the lib to insure they were installed, but this made no difference. Anyone have ideas?

Try to rebuild PHP with

--with-icu-dir=/usr/local/icu \
