I am not sure if this can be done in DA

when you have a VPS with cpanel you can sell/offer

std cpanel accounts
reseller accounts> enable reseller to sell std accounts
master reseller accounts > enable reseller to sell reseller and std accounts

on a VPS with DA it seems you can sell/offer

std DA accounts
reseller accounts> enable reseller to sell std accounts

is their a way that i can offer DA plans that will allow the buyer to resell std accounts and reseller accounts.

DirectAdmin doens't offer the feature at this time. If you search the Feature Requests subforum you'll probably find some discussion of the feature and what's involved in making it work.
