Prevent Email sending for an account

I'm using exim limitations to prevent accounts from sending more than x emails per day,
But for some accounts I want to prevent them from send emails, but when I use 0 as the daily limitation it remove limitation and users can send any amount of email.

Any idea will be much apperciated.

Thanks, This way we can limit per email too,
But what about preventing a user or an email from sending any emails? I mean the limit to be zero per day.

Easiest way is probably to allow them one email per day .
