when create new user on directadmin show this error

Error Creating User teest

Details

Error creating User: sh: /usr/sbin/useradd: Permission denied
Cannot find a home directory after the system user creation for teest
The home directory for teest was not created.

how resolv this problem ?

Did you change the permissions of /usr/sbin/useradd? What are the permissions of /usr/sbin/useradd?

I'd at least check your permissions on scripts and directories to see if the system is allowed to do anything. If you're unwilling to troubleshoot, I wouldn't expect anything to get resolved.

When you see "Permission Denied", thats a clue to a permission problem.
