problem with hebrew on filenames

hello guys, im new here.
i havea big issue with hebrew filenames..
i use filezilla to upload my files, after the upload i see the files name in hebrew on the ftp client but when i come to filemanager i see Jibrish and symbols instead of hebrew chars.
I was wondering if anyone know how to fix it so i could use hebrew filenames on my server.

even if i want to change english file into hebrew i get error:
"
An error occurred while attempting to rename the file

Details

Either the old, or new filename combined with the path is invalid"

I was wondering if anyone know how to fix it so i could use hebrew filenames on my server.
