Problem with multiple email forwarder into single mailbox

I have multiple email forwarders that being sent into one mailbox.
It working just fine until there are someone sent email to more than one mail forwarder.
The illustation is like this :
john is forwarder to my_mailbox
steven is forwarder to my_mailbox
If some one sent email to john, I can collect it in my_mailbox, same things happen with steven.
However, is someone sent to steven and john, there are only one email in my_mailbox (It should be 2 right?)
Any solution what to do?

No it should only be one email. Only one email was sent to one email box.

If somebody sent an email to john and then a second later sent the same email to steven then there would be two emails.

I am sure somebody else can explain the technical reasons.
